Stefan Keuter is a German politician, a member of the Alternative für Deutschland (AfD) / Alternative for Germany since 2013 and a member of the German Bundestag since 2017. During his 2021-2025 mandate in the Bundestag, he is a member of the Foreign Committee and a substitute member for the Economic Cooperation and Development Committee, among others.

He illegally visited Crimea to take part in the Yalta International Economic Forum in 2018. In 2019 Keuter observed the first round of the presidential elections in Russia-occupied Abkhazia. Since 2019, Keuter has also been cooperating with AFRIC, a Russian network of agents of influence created by political consultants working for Yevgeniy Prigozhin, a Russian businessman close to Vladimir Putin.

The so-called Republic of Abkhazia, located within the internationally recognised borders of Georgia, held “presidential elections” on 25 August and 8 September 2019. The overwhelming majority of the world’s nations does not recognise the sovereignty of the Republic of Abkhazia, while international institutions such as the OSCE ODIHR considered “elections” there as illegitimate and did not send international election observers there.

The 8th parliamentary election in Russia was held from 17 to 19 September 2021. With the exception of the election in Russia-annexed Crimea, this election is considered legitimate.
