Christian Verougstraete is the Ostend city councilor and a former Belgian MP: from 1995 to 2014 he was a member of the Flemish Parliament. He consistently expressed support for the Kremlin's policy and observed the illegitimate “referendum” in Crimea in March 2014.

Creyelman werd tijdens zijn bezoek aan een stemlokaal in Lugansk vergezeld door gewezen Vlaams Volksvertegenwoordiger en Oostends gemeenteraadslid Christian Verougstraete. Hetzelfde trio werd in 2014 door buitenlandse media door de mangel gehaald, toen bleek dat Creyelman als waarnemer te diep in het glas gekeken had tijdens het refendum in Oekraïne.

On 11 November 2018, the so-called Lugansk People’s Republic, located within the internationally recognised borders of Ukraine, held “elections” to elect a head of the “republic” and members of its “parliament”. The overwhelming majority of the world’s nations does not recognise the sovereignty of the Lugansk People’s Republic, while international institutions such as the OSCE ODIHR considered “elections” there as illegitimate and did not send international election observers there.
