Bernard Owen was the Secretary-General of the Center for Comparative Election Studies in Eaubonne, France. He was a Doctor in political science at the Paris 1 Panthéon-Sorbonne University. Amongst other things, he had created a training programme leading to the establishment of the certificate of election administrator (Panthéon Assas University, 2001-2009), and, subsequently, to the university diploma “Administrator of elections” (Panthéon Sorbonne University, from 2009). He was an electoral expert and worked closely with the Venice Commission. Bernard Owen passed away in 2022.
