Hubert Fayard is a former member of the National Rally / Rassemblement National (former National Front). He was Catherine Mégret's first assistant when she was the mayor of Vitrolles. After his trip to Donetsk in June 2017, Hubert Fayard opened in Marseille the "official representation" of the so-called "People's Republic of Donetsk" in France. At the request of the Ministry of Foreign Affairs, the public prosecutor of Aix-en-Provence brought the association to court and asked for its dissolution. However, the court rejected the request in 2018. French justice finally pronounced the dissolution of the association in March 2021. In 2007, Hubert Fayard opened a dating agency, Amour de Russie, registered at the same address as the "representation" of the self-proclaimed "Donetsk People's Republic".

Hubert Fayard was sentenced to two years imprisonment in March 2021 and he was put on probation for “aggravated pimping”.
