Giulietto Chiesa was an Italian journalist, author, lecturer and politician. He was an MEP in 2004-2009, supporting during this time "Italia dei Valori" party (Italy of Values) and later - ALDE, PSE. For many years, he was a supporter of the Kremlin’s policies and a regular commentator for the Italian edition of the Russian state-controlled Sputnik website. In December 2014, he was detained and then deported from Estonia for his apparent involvement in the Russian influence operations. In September 2016, he participated in the politically biased observation mission at the regional elections in Russia, and, in October the same year, Giulietto Chiesa observed the illegitimate “primary regional elections” in the so-called “Donetsk People's Republic”.  2017 he founded a new party called "La Mossa del Cavallo" (Knight Move), which later was renamed into "Una Lista del Popolo" (People's List for the Constitution). The party did not obtain any seats after 2018 parliamentarian elections.

On 11 November 2018, the so-called Donetsk People’s Republic, located within the internationally recognised borders of Ukraine, held “elections” to elect a head of the “republic” and members of its “parliament”. The overwhelming majority of the world’s nations does not recognise the sovereignty of the Donetsk People’s Republic, while international institutions such as the OSCE ODIHR considered “elections” there as illegitimate and did not send international election observers there.
